Smaller C compiler (Announce)

What's new in the compiler?
- DPMI support and DPMI binaries of the compiler itself
- linker bugfixes
- support for a.out (OMAGIC) executable format with relocation records

Btw, if you're using NASM with Smaller C or alone, you may want to check out YASM. It's noticeably faster on large files than NASM (and you can just rename it to nasm.exe in order to use with Smaller C).
