DOS ain't dead

The Info-Zip developers have released Unzip 6.0 on 30 April 2009.

Note that I did compile with Bzip2 support (DJGPP, OpenWatcom 32-bit DOS and Win32) wherever possible. This release also is the first to support > 4 GB "large files" and Unicode (but full support of split archives will have to wait for 6.1).

I haven't really tested these yet at all, but please report bugs to their forum!

EDIT: They actually have a DOS Unzip 6.0 (and both Zip 3.0 and and Unzip 6.0 for Win32) on their FTP site, if you prefer official builds:
