"no support" is a bit harsh, I'd prefer "virtually no support". Because, at least, there is the DOSX.EXE somewhere buried in HXRT, which allows to run Win3.1 on machines where the original DOSX.EXE fails.
There's some support for the NE file format, which is the format used by Win16 binaries, but that's just because it's the ONLY somewhat popular 16-bit format for protected-mode.

IIRC there was a (free?) WinOS/2 which did run in DosEmu...
