Update Blocek and Kasmar. (Users)

Blocek?s user interface is fucked up. In the 2nd check box on the main toolbar, the check box text ?Word Wrapping? cut off the text. Characters not found in the Font File are displayed in red boxes. It thinks that the software ?my little forum? does not want to encode the ampersand. Please upgrade the forum software to phpBB 3.
