You need to use SYS command too.
But maybe better way is to use utiities REREAD and RAWRITE. (search the web for them)
The first one makes a ISO image of the diskette (you can store it in CD if you want) and RAWRITE writes the ISO into new diskette.
There are two caveats:
1) the diskette musn't have sector errors
2) the source and destination diskette must be the same size.
(it is not possible to make ISO from 5'1/4 diskette and write it into 3'1/2)
