New version of mTCP library and new version of FreeCOM (Announce)

It is beautiful that we have a new year gifts!
I wonder that Michael Brutman haven't introduced here his update himself - because he released a new version of his great mTCP library.

Also, a new version of the COMMAND.COM from the FreeDOS is released. Download from the FreeDOS page
It seems that after several years the FreeDOS 1.3 will be really finaly released
