New program: TracList (Announce)

Quoting from the manual:

> TracList is a pager that is meant to display NASM listing files. It is to be connected to the output of the lDebug debugger. Then the pager will trace through the listing file as the debugger steps through the program. The pager updates its trace automatically while in the background, allowing for convenient use if multiple terminal windows are available. The input focus can stay on the debugger terminal window then.
