There are not much changes between 3.0 and 3.1. It added SSL support and the support for floating elements. But it was mostly bugfix release.

Although I think Georg's port already had some kind of SSL support. So, I'm not sure what exactly is new in 3.1 on that front.

I can't judge if it's better than Links. Dillo is more graphical and Links is more "textual", even in GUI mode. Both should work on similar sites and should not work on overly modern sites. That said, I think Dillo does have some support for CSS which makes it show more faithful layout and colors. Can be important on some sites. That is, if they don't use too much JS mumbo-jumbo for dynamic web site elements.

Btw, Dillo.org is not under control of the devs anynmore, it's been taken over by rogue spammer while the project was in a serious lul (2018-2020). You can read more about that here.

TLDR, it seems that one of the main developers passed away in 2016 which made the project stop for a while. It picked-up in 2021, although very-very slowly.
