Some people think "The source is available, so you modify it, I'm too busy." Others refuse to use DOS anymore because it ain't 1337 ("leet") enough for them. Others just really are too busy. Others are so stuck in their *nix ways that they refuse to budge an inch for DOS (sadly).

EDIT: Also, since Windows isn't nearly as DOS compatible as it used to be, people can't use old DOS software, and many authors only write what is useful for them (e.g. Odi's LFN tools, abandoned by him since he no longer uses Win98).
