What drvs/utils are needed for connecting (Announce)

If you have a network card you have to download a DOS driver.
More info here: http://www.unet.univie.ac.at/~a0503736/php/drdoswiki/index.php?n=Main.PacketDriver

If you are connected by modem all depends if your modem full functional or if is it a softmodem (winmodem).
Full functional modems have all functions handled by hardware, softmodems have only some cheap chip which needs a special driver. In such case is very unlikely you can get a DOS driver.
First group doesn't need a driver at all (if is it ISA a card) or only some configuration tool (if is it a PCI card) and there is some chance you find some for DOS.

If you want connect via modem you also need a dialer program like DOSPPPD or LSPPP.
