Speaking for myself, I thought about developing JLMs but found it not to be as easy as writing normal TSRs. Some binaries created with NASM and WLINK weren't accepted by closed-source JLOAD (provided JLM examples have JWASM and FASM source), and some of the API isn't documented. While it might be useful to have some compatibility with Windows 9x VMM32 by providing similar functions, the hint that you need the Windows 98 DDK to develop JLMs troubles me. I would also like to know how JLOAD's DOS memory allocation works and how I can affect it, which is (just as all JLM-specific functions) not documented anywhere. While this information might be available from Japheth I think it's just not worth the effort asking for it when writing something that doesn't have to be a JLM.
So if someone really wants developers to write JLMs it would be useful to provide more technical information to them.
