"Extended" Memory With XMGR. (Announce)

No good way to do this. The BIOS uses top-down memory allocation, but
this is not fully reliable. Some XMS managers "limit" how much memory
they use but provide no way to access any remainder, if present. Best
to obey the XMS Specification "intent", that an XMS manager has control
of ALL "extended memory", and so I feel obliged to leave XMGR as it is.
