It was developed by David Capello, who is also the author of ASE: Allegro Sprite Editor. Maybe somebody wants to resurrect the DOS port? :-)

In what sense to ressurect the DOS port, by using or by compiling? ASE 0.5 compiles without problems with DJGPP.

Oh, that's cool! :-) It was already on my to-do list, but I didn't have enough time. Could you please upload a DOS package somewhere? Either at the ASE home page or the DJGPP repository.

I don't know how to upload neither at the ASE homepage nor at the DJGPP repository and I don't have the time "to study" the problem, so I uploaded the binary package at http://www.filefactory.com/file/edc1f2/. If everything is OK, you can upload it further.
