sol was right: UPX is needed to decompress a compressed executable. If sol had written that UPX is required to run a packed executable, then you would be right - but sol didn't write that, so you are wrong.

In all cases, it helps to quote correctly and respond to what is actually said. But that's apparently not interesting for you.
