Possible fix for cwsdpmi trouble (Announce)

Actually, cwsdpmi just grabs the largest free block - on my system with scattered ext. memory there's still left some free mem.

Also, the cwsdpmi host can handle multiple clients, so nested execution probably don't needs additional extended memory.
