Never heard of it. Dated 1992, for any "MS-DOS 3.1 or newer". So this was before INSTALL/INSTALLHIGH? (DOS 5+)

"WRAPPER.SYS v1.0 16-bit DOS TSR for MS-DOS 5/6 + Windows 9x/ME [17 KB, no nag shareware] loads almost ANY program/TSR as DEVICE(HIGH) from CONFIG.SYS.
Useful for saving low DOS RAM (upper memory manager required in CONFIG.SYS)."

Sadly, no, and I'm not entirely sure I understand the usefulness (more conventional memory free??). I imagine others (ahem, Japheth) will know more.
