It could be in some cases. More importantly, MSDOS loads and initialises all DEVICE(high) before processing any INSTALL(high) no matter how you try to arrange the CONFIG.SYS lines. This limitation, which did not exist in DRDOS IIRC, is what made wrapper.sys so useful in many instances. Not to mention more esoteric uses, like launching a command interpreter and/or a debugger in the midst of DOS device driver installation ! Don't know about you and where you have been, let it be said that being some old hacker who modified numerous programs [ including an old version of Microsoft "debug" ca 1985] to turn them into fake device drivers, and debugged a few DOS versions of IO.SYS/ MSDOS.SYS too, I did love wrapper.sys the very moment I got it on a 1200 bps modem.
