TCC can compile a modified Linux kernel without an external linker or assembler. Also, it's (mostly) C99 compliant. Plus, it's faster than GCC. (Granted, it could be better, but what can't?)

There are a few FreeDOS utils that compile with Micro C (though less so now that OpenWatcom exists). But something like DeSmet C is more useful because it's (supposedly) more or less ANSI. Micro C and Small C are very very limited but good for some rare uses. It's more accurate to say that 16-bit anything is deprecated (deservedly or not) by most people.
