Report it on comp.os.msdos.djgpp , but also be aware that DJGPP is seriously low on maintainers. (And p7zip for DOS has absolutely none, and I haven't tested 9.13 nor been able to successfully compile it either.)

Report the bug to Eric Auer and/or Bart Oldemann or maybe even Pat Villani himself. I don't know of anyone else who would care, know how, or have access rights to the kernel tree. (I'm told that Pat is swamped with work and Jim even got promoted/moved recently. Haven't been in contact with Eric as much since he moved to NL a year or two ago, but he did cc me and Misha recently. BTW, in case it isn't obvious, I am not a kernel hacker, don't have write access, nor for DJGPP either, just FYI.)
