harmless but useless, iow it is not a valid license in those jurisdictions, making it the default: fully closed.

If I would be a company I'd not touch it for anything critical.

No it doesn't. Could be a simple oversight.

Only when explicitly allowed in the license. Users can't change licenses on other people's works willy nilly
