Use a suitable 32-bit compiler and 32-bit linker to
produce a 32-bit executable.

That implication is incorrect.

It *defines* 32-bit DOS binaries.

That is not correct. It runs 32-bit MSDOS
binaries and 32-bit Windows binaries.

Including a 32-bit MSDOS toolchain and a
32-bit Win32 toolchain.
