I am not sure why you believe it is so important that to make your PDOS kernel run "on top of" other OSes, with zero emulation or virtualization whatsoever. This has never been a requirement for any other OS that I know of.

If I want to run some OS "inside" some other OS, I can just fire up QEMU or Bochs or VirtualBox and call it a day.
